In short
The water supply and sewer network in southern Varna is 100% used up – according to the head of the local water utility ViK Varna. Since September 2025 the utility has not approved new investment projects in Asparuhovo, Galata, the surrounding areas and the village of Zvezditsa when the network cannot take a new connection.
Construction nevertheless continues. After a landslide in the Vilite area, the utility called for a moratorium, and the municipality is discussing restrictions and changes to the General Development Plan. If you are buying a new build or a plot in the southern districts, check whether the building will get water and sewerage at all – before you pay a deposit.

Southern Varna is supplied by a single main water pipe with roughly half the diameter it needs. According to the utility, water cannot be pumped up to the higher parts of the area towards Galata, and the sewer system runs at full capacity and often fails. The utility says it has been warning about the problem for about a year and a half.
At the same time, investor interest is huge. According to a municipal councillor, about 500,000 sq m are currently under construction in Asparuhovo, and declared investment plans reach 1 million sq m. A preliminary estimate for a new water main that could handle future demand is around EUR 100 million.
Which areas are affected
| District / area | Situation according to public information |
|---|---|
| Asparuhovo | No spare water or sewer capacity. Landslide in the Vilite area next to a residential construction site; partial state of emergency declared. |
| Galata and the higher parts | Water cannot be pumped uphill; an overflowing sewer shaft. |
| Borovets, Krasta, Karantinata | Reports of refused connections and overflowing shafts; high-rise buildings planned. |
| Zvezditsa village | Included in the municipality's study of the southern districts. |
| Vinitsa, Manastirski Rid (north) | Capacity is not yet exhausted but is shrinking – the utility says the trend is the same. |
Timeline
| Date | Event |
|---|---|
| September 2025 | ViK Varna stops approving projects in the southern districts where capacity is lacking and now asks for details of the specific building, not just the plot. |
| January 2026 | Municipality, utility, regional administration and the construction sector agree on a working group and a roadmap. The municipality plans a study of the water network in the southern districts. |
| July 2026 | It emerges that the utility's 2026 investment programme contains no money for expanding the network in the south of the city. |
| 18–23 September 2026 | Landslide in the Vilite area next to a residential complex under construction: road destroyed, water main broken, residents evacuated. The regional construction control office halts the site. The utility calls for a moratorium. |
| 9 October 2026 | The Minister of Regional Development states that the site breaches the Spatial Planning Act and has no approved water connection. The National Construction Control Directorate reviews the municipality's building permits for recent years. |
| 12 October 2026 | The mayor announces that a moratorium and changes to the General Development Plan are under discussion. No final decision yet. |
Is a moratorium possible?
According to Deputy Mayor Plamen Kitipov, the law allows a construction ban in specific zones for up to 2 years by order of the mayor, with a possible 1-year extension in exceptional circumstances. He stressed, however, that such a measure only makes sense with a clear goal and a realistic plan to solve the problem within that period. The municipality is also considering another option – linking the commissioning of large buildings to completed infrastructure. No decision has been made so far.
What this means for buyers
If you are buying off-plan or a building under construction. A building without a connection agreement with the water utility will struggle to be officially put into use. That means a risk of a delayed Act 16, temporary water and sewer solutions, or no regular utility accounts. The utility's deputy manager stressed that the "initial data" issued for a plot is not an approval and does not guarantee a connection.
If you are buying a building plot. A building permit may be issued, but without capacity the utility may refuse the connection. The value of the plot depends on whether a building can actually be built and serviced on it.
If you are buying a completed property with Act 16 and regular utility accounts. The direct risk is lower, but the overloaded network can mean lower water pressure and breakdowns, especially in high season and in the higher parts of the district.
Geology. Asparuhovo is a district with known landslide activity. The Vilite case shows that excavation in areas with high groundwater can also affect neighbouring properties.
Quick reference: what each water document proves
Initial data from the utility
Information about the existing network around the plot. It is not an approval and does not guarantee that the building will be connected.
Approved water and sewer design
Shows that the utility has approved the specific project. Ask the developer for it for the building you are buying in.
Connection agreement
The most reliable document: the terms and timing on which the building will be connected to the network.
Act 16 and occupancy permit
Prove that the building has been officially put into use. Only then can regular water and electricity accounts be opened.
3 things that make a purchase more expensive
1. A payment schedule not linked to Act 16. If most of the price is paid before the building is put into use, a delay leaves your money locked in an unfinished building.
2. Relying on "initial data" instead of a connection agreement. It does not guarantee water and sewerage for the building.
3. A plot bought without checking capacity. You buy a right to build that may not be usable in practice until new infrastructure is built.

Check in 1 minute
- Is the property in Asparuhovo, Galata, Zvezditsa or the surrounding areas?
- Does the developer have an approved water design or a connection agreement – not just "initial data"?
- Is payment of most of the price linked to Act 16?
- Does the preliminary contract say what happens if the building is put into use late?
- If you are buying a plot – has the water capacity been checked for the specific building?
If the answer to any question is "I don't know" – do not pay a deposit until it is checked.
Request a building checkHow VOTCHINA protects you from this risk
Before any deposit on a new build in the southern districts, we check not only ownership and the building permit but also the water connection status: approved design, connection agreement, and who will build the connection and when. In the preliminary contract we link payments to construction stages and to Act 16, and add clauses for delays. If a property is risky, we tell you openly – and show you alternatives in areas where the infrastructure allows building.
